Web development is like a lot of things: attention to detail is everything. A person can have all the hard skills listed above and still not have the ability to build an easy-to-use, easy-to-manage intranet site.

User interface design is nothing new, but it changed tremendously with the onset of the Internet. A successful Web application must be easy to use: static info must be easy to find and dynamic tools must be intuitive. It also must be easy to maintain. Both ease-of-use and ease-of-maintenance require a detailed knowledge and a passion for the soft side of Web technologies: HTML, Cascading Style Sheets, proper website folder structure, pageflow techniques, and navigational menu techniques. This knowledge is acquired only through years of building websites.
